Open Basic Education (OBE) is a programme offered by NIOS — the National Institute of Open Schooling, under the Ministry of Education, Government of India. It provides elementary education equivalent to Classes I through VIII through a flexible, open learning system — specifically designed for children and adults who cannot attend regular schools due to disability, distance, economic hardship, or other barriers. For children with special needs, OBE is one of the most important educational entitlements available in India.
New enrolments open every year from 15th March. Families should plan ahead and contact KLI early to begin the documentation process.
OBE examinations are conducted every year in the month of February. Learners are assessed across all subjects of their enrolled level.
For learners with disabilities, parents and caregivers are permitted to assist during examinations — a crucial provision that makes OBE genuinely accessible for children with special needs.
OBE has specific provisions for Persons with Disabilities (PWD) — including flexible timelines, parental assistance, and adapted assessment formats.
OBE is structured into three progressive levels — A, B, and C — each equivalent to a stage of mainstream schooling. Children are placed at the level that matches their current abilities, not their age.
The foundational level of OBE. Designed for learners who have had little or no formal schooling. Covers basic literacy, numeracy, and environmental awareness at a Class I–II equivalent standard.

The intermediate level. Builds on Level A with more structured academic content equivalent to Class III–V. Learners develop stronger language skills, mathematical reasoning, and broader environmental understanding.

Four operations of arithmetic, fractions, and measurement
Understanding of community, health, and natural environment
Developing independent learning habits
The advanced OBE level, equivalent to Class VI–VIII. Prepares learners for mainstream secondary education or vocational pathways. Introduces Science & Technology and Social Science as distinct subjects.

Advanced reading, writing, and comprehension in two languages
Algebra, geometry, and applied mathematics
Basic concepts of science, technology, and social studies
Critical thinking and problem-solving skills
Progression pathway: Level A → Level B → Level C → NIOS Secondary (Class X) → NIOS Senior Secondary (Class XII). Completing Level C gives your child a nationally recognised certificate and a clear pathway to further education.
NIOS has built specific accommodations into the OBE programme for learners with disabilities. These provisions ensure that the examination and enrolment process is genuinely accessible — not just on paper, but in practice.
Most Important Provision for KLI Families
Parents and caregivers are permitted to assist children with disabilities during the OBE examination. This means your child does not need to navigate the exam alone — you can be present and provide support as needed.

For children with special needs, OBE offers something mainstream schooling often cannot — a system built around the learner, not the other way around.
Unlike mainstream schools, OBE does not have a strict age cut-off. Children who missed early schooling or were unable to attend regular school can enrol at any appropriate level.
Learners can progress at their own pace. There is no pressure to complete a level within a fixed academic year — children can take the time they need.
Examinations are held once a year in February. Learners who are not ready can defer without losing their enrolment status.
OBE certificates are issued by NIOS (National Institute of Open Schooling), a government body under the Ministry of Education. The certificate is nationally recognised and equivalent to mainstream school certificates.
Completing Level C opens the door to NIOS Secondary (Class X) and Senior Secondary (Class XII) programmes, giving children with disabilities a genuine pathway to higher education and employment.
For children with disabilities, NIOS provides special provisions including extra time, scribe facility, and parental assistance — ensuring the assessment measures what the child knows, not what their disability prevents.

Work with KLI's education team to assess your child's current academic level and determine whether Level A, B, or C is the right starting point.
Prepare the required documents: disability certificate, UDID card, passport-size photographs, and proof of address. KLI will guide you through the complete checklist.
Admissions open on 15th March each year. Enrolment is done through the NIOS portal or through a registered NIOS Study Centre. KLI can assist with the online application.
Once enrolled, your child begins their OBE curriculum at KLI. Our educators adapt the NIOS syllabus to each child's learning style, pace, and communication needs.
In the months leading up to February, KLI provides focused examination preparation — practice papers, revision sessions, and support for parents on how to assist during the exam.
After passing the examination, your child receives an official NIOS certificate — a nationally recognised academic credential that opens doors to further education and opportunities.
